Yes Blizzard intends to sell them as expansion packs, to make more money.
Of course you will be :) Heart of the Swarm is the name of the Zerg expansion. Legacy of the Void is the Protoss Expansion. From what i have heard, they will also be @ $60 each. More than likely because of the single player campaign and probable additional MP maps, units, gamemodes, etc...
