2. The only way possible is by clicking an icon at the top right of your screen which controls alliances (and control). Beside it there's also a share resources icon/menu, but that is different. You just check mark with the allied person you want to share units with. It will share ALL your units, but they will not be able to spend any of your money (build or train anything)
