Who is the Human on the front cover of Starcraft CD Case?

I've had the game Starcraft for years, and I've always wondered: Who is the human on the cover of the case, behind and to the right of the protoss guy? He's definitely not Raynor, maybe he's Arcturus. Any thoughts? I don't think its arcturus, he had a beard!
